BPR&D (BUREAU OF POLICE RESEARCH AND DEVELOPMENT) & CID jointly organised a workshop on Women Safety at ITS – Investigators Training School, Ranchi on August 20, 2019. This was the 5th time this year, when Training was given to Jharkhand Police on Infanticide and Abandonment-Exposure of Infants at ITS, Ranchi. Different aspects of this heinous crime, Scenerio in Jharkhand and Role of Police were discussed in the workshop. Police officers from different districts attended the training session. Mrs. Monika Gunjan Arya (Founder, PaaLoNaa) was accompanied by Amit Singh.

PaaLoNaa, in association with Citizens Foundation organized a Consultation Session on Infanticide on 12th of March 2019, Tuesday at 3 PM at HQ of Citizens Foundation, Ranchi, Jharkhand. Training Workshop Organized by BPR&D and CID

BPR&D (BUREAU OF POLICE RESEARCH AND DEVELOPMENT) and CID jointly organized a police training session at ITS (Investigators Training School), Ranchi on March 01, 2019.

DSP training Mr. Santosh Kumar welcomed Mrs. Monika Gunjan Arya, journalist and founder of PaaLoNaa.

Mrs. Arya elaborated the gathering about different aspects of infanticide and abandonment-exposure of Infants, Current scenario in Jharkhand and Role of Police.

Around 40 inspectors, sub inspectors and assistant sub inspectors attended the training.

Workshop Conducted at Police Academy in Hazaribagh

PaaLoNaa organized a training workshop for Jharkhand Police in Hazaribagh. The session conducted in the police academy on 31 January 2019.

PaaLoNaa aims to address the issue of infanticide and infant abandonment. Monika Gunjan Arya, founder of PaaLoNaa shared her knowledge with the police officers. She also told them the procedure to handle such cases.

The participants included around 500 police officials consisting of 20 DSPs and 450 Sub-Inspectors attended the training workshop.

शिशु परित्याग और हत्या के खिलाफ नाकेबंदी शुरू

“बच्चे का जीवन बचाना पहली प्राथमिकता है। अनुसंधान इंतजार कर सकता है, मौत नहीं। मौत को हराना है, छोटे से बच्चे को बचाना है ”- एसपी ग्रामीण रांची

“पुलिस असंवेदनशील नहीं, बल्कि अन-अवेयर है, जैसे हम तीन साल पहले तक थे और बाकी अभी भी हैं। सभी को जागरुक करना होगा”- संस्थापक पालोना

शिशु हत्या और शिशु परित्याग के खिलाफ आश्रयणी फाउंडेशन के पालोना अभियान के तहत रविवार, 30 सितंबर 2018 को रांची पुलिस लाइन में पुलिस ट्रेनिंग का आयोजन किया गया। आयोजन का श्रेय एसपी रूरल श्री अजीत पीटर डुंगडुंग को जाता है, जिन्होंने इस मुद्दे की गंभीरता को समझा और पुलिस अधिकारियों को संवेदनशील और सक्रिय करने के लिए इस वर्कशॉप का इनिशियेटिव लिया।

सब काम छोड़कर पहले बच्चे की जान बचाएँ-अजीत डुंगडुंग

कार्यक्रम की शुरुआत करते हुए श्री डुंगडुंग ने कहा कि शिशु हत्या एक बहुत ही जघन्य अपराध है और इसे संवेदनशीलता से डील करने की जरूरत है। उन्होंने मौजूद पुलिस अधिकारियों को निर्देश दिए कि कभी भी कहीं से भी किसी नवजात शिशु के परित्यक्त अवस्था में मिलने की सूचना आती है, तो सब काम छोड़कर पहले उसे अस्पताल पहुंचाना है, ताकि उसके जीवन को बचाया जा सके।

उन्होंने जोर देते हुए कहा कि यदि किसी गंभीर अपराध के अनुसंधान में भी जा रहे हैं, तब भी उसे बीच में छोड़कर पहले बच्चे को बचाईए। अपराधी तो एक दिन बाद भी पकड़ में आ सकता है, लेकिन बच्चे का जीवन नहीं। उसे त्वरित अटेंशन और मेडिकल केयर मिलना जरूरी है।

पुलिस अधिकारियों को मिले सराहना पत्र

उन्होंने पुलिस अधिकारियों को जानकारी दी कि रांची क्षेत्र में जिन पांच थाना प्रभारियों ने शिशु परित्याग के मामलों में त्वरित संज्ञान लिया और केस दर्ज कर कार्यवाही की, पालोना अभियान के तहत उन सभी को एक सराहना पत्र दिया गया है।

इनमें लालपुर थाना प्रभारी श्री रमोद सिंह, बुढ़मू थाना प्रभारी श्री राकेश सिंह, तत्कालीन खेलगांव ओपी प्रभारी श्री तारिक अनवर, अरगोड़ा थाना प्रभारी श्री रति भान सिंह व नामकुम थाना प्रभारी श्री सौमित्र पंकज भूषण शामिल हैं।

उन्होंने बताया कि रिवार्ड के रूप में यह पत्र सिर्फ थाना प्रभारी को ही नहीं, बल्कि सिपाही व अन्य पुलिसकर्मियों को भी दिया जाएगा, यदि वे तत्परता से बच्चों का जीवन बचाने का कार्य करते हैं।

एसपी ने की पालोना की सराहना

उन्होंने पा-लो ना के कार्य की सराहना करते हुए कहा कि बुढ़मू में बच्ची मिलने की सूचना आते ही उन्होंने पा-लो ना की समन्वयक मोनिका गुंजन आर्य को सूचना दी थी ताकि बच्ची को बचाने का प्रयास किया जा सके। तुरंत एक्शन लेते हुए बच्ची को रानी अस्पताल में एडमिट करवाया गया, जहां आज बच्ची स्वस्थ है। इस तरह एक बेहतर नेटवर्किंग से बच्ची का जीवन बच गया।

संस्थापक ने वीडियो क्लिप्स के जरिए बताई गंभीरता

आश्रयणी फाउंडेशन की फाउंडर ट्रस्टी व पा-लो ना की संस्थापक श्रीमती मोनिका आर्य ने नवजात बच्चों के मामले में पुलिस की क्या भूमिका होनी चाहिए इसके बारे में जानकारी दी। उन्होंने कई ऐसे वीडियो क्लिप्स दिखाए, जिनमें नालों के अंदर से बच्चों को जिंदा निकालते हुए दिखाया गया था। जिनकी पुकार यदि नहीं सुनी जाती और जिन्हें तुरंत वहां से निकालकर अस्पताल नहीं पहुंचाया जाता, तो उनका जीवन भी खतरे में था। उन्होंने उन क्लिप्स के माध्यम से समझाया कि क्यों इस मुद्दे को गंभीरता से लेने की जरूरत है। इसके साथ ही पुलिस के सक्रिय होने से कौन से केस सुलझे, इसकी केस स्टडीज भी शेयर की।ये गंभीर मुद्दा है

उन्होंने कहा कि जिस तरह हत्या के अन्य मामलों में गहन जांच-पड़ताल की जरूरत होती है, उसी प्रकार इन मामलों में भी सूक्ष्म नजरिए से पड़ताल की जरूरत होती है। केवल तभी ये जाना जा सकता है कि उस पर्टिकुलर मामले में कौन सी धाराएं लगेंगी या वह शिशु किसकी वजह से उस हालत तक पहुंचा है।

पुलिस अधिकारियों को ट्रेनिंग के लिए पहल ऐतिहासिक है- मोनिका

श्रीमती आर्य ने आभार जताया कि एसपी श्री डुंगडुंग ने अपराध को रोकने के लिए पुलिस ओरियंटेशन की ऐसी पहल की है, जिसका परिणाम आने वाले समय में समाज में दृष्टिगोचर होगा। अपराध को नियंत्रित करने में इससे निश्चित ही फायदा होगा। उन्होंने मौजूद पुलिस अधिकारियों से अपील की कि वे वर्कशॉप में मिली जानकारी को अपने अन्य साथियों से शेयर करें, ताकि जागरुकता ब़ढ़े। इसके साथ ही उन्होंने मृत नवजात शिशुओं की पोस्टमार्टम रिपोर्ट पा-लो ना से शेयर करने का भी अनुरोध किया। उन्होंने भरोसा दिलाया कि इस अपराध को खत्म करने के लिए किसी भी प्रकार के सहयोग के लिए वह हमेशा तैयार हैं।

सुमैया ने दी विभिन्न धाराओं की जानकारी

इस मौके पर पा लो ना की फाउंडर मेंबर व दिल्ली से आईं एडवोकेट सुमैया नौशीन ने शिशु हत्या, इसके कारण, इसे रोकने के उपाय, पुलिस की इस अपराध को रोकने में भूमिका पर प्रकाश डाला। उन्होंने इन मामलों में लगने वाली आईपीसी व जेजेएक्ट की विभिन्न धाराओं की जानकारी दी और साथ ही पा-लो ना अभियान के बारे में, इसके स्वरूप, इसकी गतिविधियों के बारे में संक्षेप में जानकारी दी। उन्होंने पुलिस, सरकारी-गैर सरकारी संस्थाओं के पा-लो ना के साथ एक ऐसा नेटवर्क बनाने पर जोर दिया, जहां सूचनाएं तेजी से प्रसारित हो। घटनाओं की रोकथाम के लिए यह जरूरी कदम है।

इस वर्कशॉप में रांची जिले के कई थाना प्रभारियों के अलावा आश्रयणी फाउंडेशन की ओर से प्रोजेश कुमार दास, अमित कुमार और अभीप्सा गुंजन भी मौजूद थीं।

First-Ever Website In India On Infanticide And Abandoned Babies

Following its commitment to curb the heinous crime of infanticide, Ashrayani Foundation introduced its website paalonaa.in under its campaign PaaLoNaa. It is the first-ever website (in India) on infanticide and abandoned babies. The website will serve as a critical platform to raise awareness about one of the most pressing issues plaguing our society today.

Principal Secretory to Chief Minister Jharkhand Mr. Sanjay Kumar launched the website at IMA building, Ranchi on Sunday, 30th July 2017.

The motive behind this website was to provide a platform for research and form a pathway for communication on infanticide and abandonment. The event was addressed by various dignitaries of Jharkhand Government and society.

During this event, an Art and Photo Exhibition also organized to elaborately explain to specific stakeholders of the society about ‘infanticide’ and ‘abandonment & exposure’.

23rd January 2017 marks the 2nd anniversary of the unwanted abandonded baby girl found at Ranchi (JN) Railway Station. This very finding enforced and motivated Ashrayani Foundation to intiate the #PaaLoNaa drive for abandonded newborns, a drive against infanticide. Art & Photo Exhibition for Unwanted Abandoned Newborns will be organized along with a NUKKAD NATAK under the awareness campaign of PaaLoNaa. Ashrayani Foundation organized the event in collaboration with Indian Railways.
